Triggered by the joint project "Rosengartentram & Rosengartentunnel" by the City and Canton of Zurich and based on the mandate of the cantonal structure plan for internal settlement development, the present report, which has been prepared across departments, provides the framework and direction for the area development Rosengarten-/Bucheggstrasse. The statements contained therein have no legal effect. The landowners were not included. The basis was the workshop report of the urban planning test planning as well as the socio-spatial study of the INURA Zurich Institute. 

In the cantonal summary report on the in-depth work Rosengartentram & Rosengartentunnel of  November 2015 , Chapter 8 "Potentials and Challenges of Area Development" incorporated key findings from the urban synthesis.
