With its position paper in November 2009, the city council showed where its possibilities lie but also its limits as a municipal authority in the field of housing, and how it wants to use the existing possibilities.

The aim of the city council was to maintain and further develop Zurich as a lively urban centre and attractive residential city with a broadly mixed population.
