Second Homes City of Zurich - Final and Supplementary Report
The municipal council instructed the city council in a motion to examine whether second homes, hotel uses and business apartments should not be credited to the housing share. In November 2016, the municipal council demanded a supplementary report from the city council with the following extended list of questions: the clarification of the terms (second homes, business apartments, Airbnb rentals, etc.), statistical data on the extent and spatial distribution, the identification of the commercial, rental, tax, building and planning law framework conditions, a problem analysis and an assessment of the need for action, solutions in other cities and the development of Steering proposals.
The main findings of the report and the supplementary report, which were prepared under the auspices of the Department of Building Construction, are: 3.8 percent of the apartments in the city of Zurich are used as second homes. That's around 8400 units. Based on the present comprehensive analysis for the attention of the municipal council, the city council does not see any immediate need for action at the moment, but wants to carefully monitor the development of the districts in the center.
