The framework conditions for smaller and low-value-added commercial enterprises and the independent retail trade are to be improved in the city of Zurich. This is because commercial enterprises have a diverse significance for the city, even if they usually contribute little to the tax substrate. A study of urban development commissioned by the city council shows corresponding measures.
